It is not so important to be serious as it is to be serious about the important things. The monkey wears an expression of seriousness which would do credit to any college student, but the monkey is serious because he itches.

MAYPAJO, Caloocan City — We heard that the Land Transportation Office (LTO) is serious in its campaign against unregistered vehicles and it has sounded off that it will automatically impound vehicles with expired registration starting next month.
This came following the apprehension of some 22,659 traffic violators in Region IV-A Cavite-Laguna-Batangas-Rizal-Quezon provinces), including 10,516 vehicles with expired registrations.
In total, the LTO apprehended 20,307 vehicles being driven on the road with expired registrations nationwide in June alone.
LTO chief Assistant Secretary Atty. Vigor Mendoza II warned that beyond the automatic ₱10,000 fine, unregistered motor vehicles will be impounded until they pass a roadworthiness inspection.
While LTO officials continue to urge vehicle owners to comply with registration obligations to avoid hefty fines, Asec. Mendoza reiterated that renewing registration, which includes mandatory inspection, is crucial for ensuring vehicle roadworthiness as part of the LTO’s aggressive 'Stop Road Crash' campaign.
Amidst the LTO warning, we wonder about how extensive and complete are the agency's records as data regarding violators can surely be pinpointed if the digital capabilities of the LTO are truly at oar with what the national givernment's boast that the bureacracy has upgraded its services through enhanced digitaluzation.
However, it appears that what is said by our public officials is not the reality we expect to find in the air-conditioned offices of most government agencies.
