Senate reaffirms transparency in budget talks, welcomes wider public access in bicam deliberations

The Senate on Monday reiterated its dedication to transparency in the national budget process, saying it is open to proposals aimed at increasing public access to bicameral conference committee deliberations.

Senate Secretary Renato Bantug Jr. issued the statement following renewed calls for greater openness in budget discussions between the Senate and the House of Representatives.

Bantug noted that the Senate has long allowed media coverage of bicameral meetings on the General Appropriations Bill.

“This consistent practice reflects our commitment to openness and accountability,” he said.

He emphasized that the bicameral conference is a joint effort between both chambers of Congress, and they share the responsibility of ensuring the process is transparent and aligned with the principle that “public office is a public trust.”

“The bicameral conference is a joint undertaking of the Senate and the House. Both chambers have a shared responsibility to ensure that the process is open and transparent, consistent with the constitutional precept that public office is a public trust,” Bantug stressed.

In 2024, the bicameral conference deliberation drew strong public criticisms after lawmakers were accused of inserting huge allocations into the national budget bill to support cash aid distribution to the public in time for the 2025 elections.

Money flowed towards the pockets of millions of voters, with distribution operations extending up to the last few days of the campaign period;

According to Bantug, the Senate remains open to “serious proposals that will enhance public access and understanding of the crafting of the national budget.”

“We likewise welcome public scrutiny and involvement in the budget process,” he added. “Our kababayan have every right to know how their money is being spent. Their active participation ensures that their elected officials remain responsive and accountable to the people who entrusted us with this responsibility.”
