The 'Cabalen Republic' in the DPWH

LAST Saturday (April 18), we remembered, the late Manila Asst. City Prosecutor Nelia B. Rosario, on the fifth anniversary of her passing. She was the beloved wife of veteran journalist and Quezon Citybsenior citizen leader Ben Rosario.

MAYPAJO, Caloocan City — Billions of pesos of public funds were lost due to irregularities in the processing and conduct of flood control and mitigation projects of the Department of Public Works and Highways (DPWH) but despite its exposition, there are still those who remain in position even though the current Marcos administration has promised to rid corruption in the government.
Intrigues within the DPWH has been resounding recently and these have focused on a few officials who are still positioned in the agency just because they belong to the 'Cabalen Republic' and are fellow Kapampangans of Secretary Vivencio 'Vince' Dizon.
Most of these so-called 'kabayans' of the good public works secretary have already been given favors and we're even promoted in spite being implicated in the scandalous flood control mess.
DPWH insiders even said that as soon as Dizon became the agency's top executive, many have observed that in the aftermath of Dizon's revamp of the agency, many of his province-mates became 'untouchable' as they are protected and are now Well entrenched from within.
Majority of these officials, belonging to the Cabalen Republic, gained immunity from cases and were retained or promoted in their designated assignments.
According to our sources, this has caused extreme demoralization among the agency's rank-and-file. Instead of correcting the corrupted system, it became the signal for corruption to continue within the DPWH.
Is it true then that the clear message given by our secretary from Pampaga is what former President Joseph 'Erap' Estrada once declare: "Weatherweather lang sa politika."
We thought there were going to be reforms and wrongdoings would cease as Sec. Dizon avowed when he took over. It appears to be the age old practice of 'ningas cogon'.
And speaking of reforms in the DPWH, why are those who have been tagged as the architects and promoter of flood control corruption still there in the agency?
One worth mentioning, our sources pinpointed, is Assistant Secretary Alex Bote, who is known to be close and a confidant of the late former DPWH undersecretary Maria Catalina 'Cathy' Cabral? Instead of being placed under 'floating' status, Bote has been promoted to a new position!
From Director for Planning and head of the Private Public Partnership Service, his rank was raised to assistant secretary.
It is shocking to see this happen. What miraculous circumstance paved the way for his promotion?
And must we forget how Batangas representative Leandro 'Lean' Legarda-Leviste claimed Mr. Bote gave the good congressman and son of Senator Loren Legarda access to the computer files of Cabral, or the so called 'Controversial Cabral Files' which contained the names of the 'honorable' congressmen and senators involved in the flood control fiasco?
