Voting 54-1, House panel finds two impeachment petitions vs Duterte sufficient in substance

The House Committee on Justice on Wednesday voted affirmatively to declare the third and fourth impeachment complaints against Vice President Sara Duterte sufficient in substance.
With 54 committee members voting separately to declare the two complaints sufficient in substance, Duterte will be asked to submit her answer to pave the way for a series of hearings that must be concluded within 60 days since the justice panel received the petitions.
Only Quezon City’s Rep. Jesus “Bong” Suntay, a lawyer, thumbed down the motions.
The committee chaired by Batangas Rep. Gerville Luistro also approved a motion directing the vice president to file her answer to the complaints.
San Juan Rep. Ysabel Maria Zamora’s approved motion was for Duterte to submit her response “within the non-extendible period of ten calendar days from receipt” of the notice.
Previously, the justice committee decided to set aside the first complaint filed by the progressive Makabayan Coalition for being filed within the one year period prohibited by the Constitution.
On the other hand, the second complaint filed by various sectors and endorsed by Partylist Reps. Leila de Lima and Perry Cendaña was withdrawn.
Filed by the Catholic clergy and lawyers, the third petition contained the following grounds:
-Culpable violation of the Constitution, betrayal of public trust and other high crimes for amassing and illegally converting more than PhP500 million in confidential funds (CF) allocated to the Office of the Vice President from 2022 to 2023;
-Graft and corruption for misusing PhP112.5 million in confidential funds allocated to the Department of Education for 2023;
-Corruption and bribery of DepEd officials
-Contracting the assassination of President Ferdinand “Bongbong” Marcos Jr., First Lady LIza Araneta-Marcos and Leyte Rep. Martin Romualdez, then the House speaker;
-Unexplained wealth and failure to fully disclose assets in ther Statement of Assets, Liabilities and Net Worth (SALN):
-Acts of political destabilization, including sedition and insurrection.
The fourth complaint filed by lawyer Nathaniel Cabrera, accused Duterte of the following:
-Betrayal of public trust and graft for the misappropriation and malversation of confidential funds;
-Graft, bribery and procurement irregularities in the disbursement of public funds to unauthorized recipients;
-Plot to assassinate key officials of government, sedition and subversion of constitutional order
-Unexplained wealth and SALN violations
-Pattern of abuse, threats, incitement and interference with civilian supremacy
-Pattern of abuse and cumulative misconduct
