Nais paimbestigahan ni House Speaker Ferdinand Martin Romualdez sa Kongreso ang mga ulat na may ilang kompanyang hindi umano sumusunod sa batas ukol sa pagbibigay ng diskwento sa mga senior citizen at persons with disabilities (PWDs).

Sa isang pahayag kahapon, ipinatawag ni Romualdez ang motu proprio investigation dahil dapat daw masunod at maipatupad ang Republic Act 9994 o ang Expanded Senior Citizens Act of 2010 at RA 10754 o ang Act Expanding the Benefits and Privileges of PWDs.

"And if there are several instances of the improper grant of these privileges and benefits, it becomes the common practice. So it cannot remain unchecked," ani Romualdez.

"This is what we hope to achieve in this investigation: to clarify the law and correct all their misconceptions and wrong implementation. Madaming tanong ang ating mga senior citizen at PWDs, bibigyan natin sila ng pagkakataon kapag nagsimula na ang pagdinig sa Kongreso," dagdag pa niya.

Aniya, may isang sikat na coffee shop chain na kamakailan ay inanunsyong limitado na ang 20 percent na diskwento sa isang pagkain at isang inumin sa kanilang mga branch.

Binanggit din ni Romualdez na inirereklamo ang isang hotel sa Pasig matapos umanong tumangging magbigay ng diskwento sa isang senior citizen.

Dahil sa mga kasong ito, nararapat na raw na suriin ng mga mambabatas ang pagpapatupad ng RA 9994 at RA 10754.

May oversight function daw ang Kamara upang masiguro ang tamang implementasyon ng mga batas na ito.

"I believe that discounts granted to senior citizens and PWDs should not be limited in any way, for as long as they are for their use and personal consumption. Of course, we should also prevent the abuse of these benefits and privileges. We will examine all of these in our investigation," sambit ni Romualdez.

Nanawagan din ang opisyal sa Department of Social Welfare and Development at National Council on Disability Affairs na magbigay ng update sa publiko at sa Kongreso kaugnay ng pagpapatupad ng batas.

Hinikayat din niya ang mga awtoridad na magtulungan at tiyakin na naibibigay nang wasto ang diskwento sa mga senior citizen at PWD.
