THE HAGUE, Netherlands — Dumating na sa International Criminal Court (ICC) sa The Hague Netherlands ang kapati ng 2 biktima ng extrajudicial killing (EJK) upang paghandaan ang paglahok niya sa paglilitis kay former president Rodrigo Roa Duterte (FPRRD).

Naghain ng 'application-to-participate' sa paglilitis kay Duterte ang kapatid ng dalawang biktima na kinilaka lamang sa bansag na 'Mira'. Sinasabing ang dalawa niyang kapatid ay na patay ng mga pulis matapos na manlaban noong Mayo ng 2017.

“Para ipakita na talagang may mga biktima, nandidito kami, marami talaga. At marami talagang takot kahit alam nila na biktima sila. Talagang natatakot sila,” punto ni Mira.

Batay sa 16-na-pahinang dokumentong isinumite sa ICC registry sa Pre-Trial Chamber I, nakapagkonsulta na sila sa mahigit 200 kinatawan ng labis sa 2,000 biktima ng EJK at sobra pa sa 1,500 pamilya.

“When we have an investigation regarding a certain conflict or certain zone like in the Philippines, we need to already kind of contact the media and contact the victims, and try to prepare for when a case would come,” paglilinaw ni ICC spokesperson Fadi El Abdallah.

“For example, part of the consultation with the victims was about how can they identify themselves? Are there ID cards? Are there official documentation? Are there any unofficial documentation that can be provided to kind of prove their identity and so on?” dagdag ni El Abdallah.

Sinabi rin nito na lahat ng mga biktima ay maaaring maging testigo, Dangan nga lang ay hindi sila umaasang marami ang magpiprisinta sa confirmation-of-charges kay Duterte sa Setyembre.

“A witness is a person who is called by the parties, by the prosecution, or by the defense, or the judges by that matter to testify, to provide a valuable information that can be useful for the judges to decide on a certain case. A witness may or not be a victim. An expert is a witness, an insider is a witness. There are different types of witnesses, but not necessarily a victim,” paliwanag ng tagapagsalita ng ICC.
