Disenfranchisement resolved with inclusion of EMBO in Taguig districts

Fears of disenfranchisement in the forthcoming midterm elections in May next year were defused with the Commission on Elections (Comelec) adopting the Senate resolution that included the barangays in the Enlisted Men’s Barrios (EMBO) as part of the two legislative districts of Taguig City.

The poll body issued a memorandum on Friday, September 27, that declared the Senate Concurrent Resolution No. 23 was “consistent with Comelec Resolution No. 11069.”

The Comelec memorandum assigned the 10 EMBO barangays in the first and second districts and increased the number of seats for the Sangguniang Panlungsod from eight to 12; namely Comembo, Pembo and Rizal in the First Legislative District, and Cembo, South Cembo, East Rembo, West Rembo, Pitogo, Post Proper Northside and Post Proper Southside in the Second Legislative District.

The new memorandum was made to amend Resolution No. 11050 over the allocation of Sangguniang Panlungsod seats for Taguig City.

Comelec chair George Erwin Garcia noted that the decision stated in the memorandum was made “in order not to disenfranchise the registered voters” of the EMBO barangays.

In 2021, the Supreme Court declared that the Fort Bonifacio Military Reservation, consisting of parcels 3 and 4, psu-2031, and the 10 affected barangays are part of the territory of Taguig City. The barangays used to be part of Makati City.
