DICT: Hacking incidents against gov’t website could be linked to sea dispute

The Department of Information and Communications Technology has aired the possibility that the hacking attacks on Philippine government websites could be linked to the South China Sea dispute.
DICT Secretary Ivan Uy said this possibility has not been ruled out by his office.
“Anything is possible. So we need to, I think, currently take it at face value and see how things develop. In cyber investigations and in analyzing all of this, we never rule out anything,” Uy said during a press briefing at Malacañang.
The DICT recently cyber attacks on several government websites that included the Philippine Coast Guard which has been playing a big role in the country’s claim over the disputed territories in the West Philippine Sea, also known as the South China Sea.
The agency’s cyber security experts were able to trace the attack on website to China, including a Chinese information and communications firm based in Hong Kong.
The DICT has revealed that it tracked the “command and control” of the attackers of the Overseas Workers Welfare Administration to China Unicom.
“In our investigation of the attacks, we were able to trace iyong kannilang tinatawag na ‘command and control’ operating from within China. So we were able to detect that the attackers were coming from China Unicom,” Dy revealed last week.
Ironically, Beijing has offered to assist the Philippines in tracxing the source of the attacks.
