Pakistan province Punjab, home to more than half of the country’s population, recently approved a landmark law recognizing the rights of older people and the government’s responsibility to protect their dignity, well-being, and security.
The province’s legislative body approved the Punjab Senior Citizens Welfare Act that applies to people aged 70 and above.
The new law places the needs of older persons firmly on the government’s public policy agenda, marking a major shift from treating ageing mainly as a matter of charity or family responsibility.
It lays the groundwork for long-term support for older citizens.
It also creates a Senior Citizens Welfare Council to coordinate policies and services, and establishes a Senior Citizens Fund to finance programs that will assist older people—especially those facing poverty, poor health, or social exclusion.
The passage of the law follows years of advocacy by civil society groups, including the Foundation for Ageing and Inclusive Development (FAID), a member of the HelpAge global network.
Advocates say the legislation could serve as a model for other parts of Pakistan in strengthening protection and support for older persons.
