

San Jose del Monte City officials lauded for swift action on water crisis; Villar firm under fire

Barangay leaders in San Jose del Monte City have expressed their deep appreciation to Mayor Arthur Robes, Representative Florida “Rida” Robes, and the local government for their unwavering commitment to resolving the city's ongoing water supply issues.
Their concerted efforts were instrumental in prompting the San Jose Water District Board to move forward with the early termination of its joint venture agreement with PrimeWater Infrastructure Corporation.
“We are sincerely grateful to Mayor Art, Cong Rida, and the entire city government for heeding the pleas of our people. They stood by us and never gave up,” said Association of Barangay Chairmen (ABC) President Zosimo Lorenzo.
He added, “Thanks to their actions, we are beginning to reclaim the right of every San Joseño to a stable and sufficient water supply.”
In a formal letter dated April 10, 2025, the San Jose Water District Board notified Mayor Robes of its adoption of Resolution No. 15, Series of 2025.
The resolution authorized the issuance of a notice of intent to terminate its partnership with PrimeWater, reportedly a company owned by the family of Senator Cynthia Villar.
. The case has been forwarded to the Office of the Government Corporate Counsel for appropriate legal action.
Beyond her local advocacy, Rep. Rida Robes has taken the issue to the national level by filing House Bill 1495, also known as the Domestic Water Supply Act. The proposed measure aims to establish national benchmarks for water service quality and pricing.
Mayor Robes acknowledged that while water districts operate independently of local government control, the General Welfare Clause of the Local Government Code obliges city officials to safeguard public health and well-being.
For many barangay leaders and residents, the issuance of the pre-termination notice represents a hard-won and meaningful step forward in the fight for better water services.
