GSIS COMPLEX, Pasay City — In its bid to enhance provided service to its members and pensioners, the Government Service Insurance System (GSIS) has forged a partnership with and leading payment solutions provider Dragonpay with the aim of expanding digital payment channels through an easier and more accessible system.

On Wednesday, July 16, GSIS president and general manager Jose Arnulfo 'Wick' Veloso and Dragonpay chief-executive-officer and founder Robertson Chiang signed a memorandum of agreement to mark another milestone in the country's premier government insurer's digitalization efforts.

“What we have just signed is proof of (our) commitment to provide ease of doing business for our members and pensioners. Ito ang totoong pangarap na kailangan nating maipadama sa kanila, bahagi ng ginhawa na ipinangako natin,” GM Veloso pointed out.

With the agreement, Dragonpay has now joined the growing roster of GSIS payment partners that include Bayad Center, MLhuillier, Maya, UnionBank of the Philippines and Land Bank of the Philippines, marking GSIS's fulfillment of empowering its members and pensioners to settle transactions securely and conveniently, whether online or on-site.

Under the new partnership, Dragonpay will provide electronic payment channels for the collection of GSIS loan repayments. Members and pensioners may access these new options through the GSIS Touch app and designated GSIS information booths during the launch.

For his part, Chiang cited that it's partnership with GSIS “marks a shared commitment to make government transactions more accessible, more convenient and more responsive to the evolving needs of every Filipino.”
As part of the agreement, GSIS and Dragonpay will integrate their systems, including the establishment of technical specifications, reporting protocols, and regular testing to ensure accountability. Dragonpay is required to submit daily reports and proof of transactions, which GSIS will verify against settlement records.
Both parties have committed to fully comply with the Data Privacy Act of 2012, and relevant regulations of the Bangko Sentral ng Pilipinas and the Commission on Audit. Robust security protocols will be enforced to protect the confidentiality and integrity of all personal and financial data.

Any convenience fees applicable to payments will be shouldered by the payors, based strictly on agreed terms. All charges will be clearly disclosed at the point of transaction.
