₱413-B loans under Ginhawa programs

GSIS COMPLEX, Pasay City — Stressing that every service innovation starts with listening to members, Government Service Insurance System (GSIS) president and general manager Jose Arnulfo 'Wick' Veloso has announced that GSIS has disbursed in the first two quarters of the year a combined total of ₱413.4 billion covering 1.9 million approved loan applications under its Ginhawa Flex and Ginhawa Lite programs.
GSIS president and general manager Jose Arnulfo 'Wick' Veloso made the announcement during the pension fund’s stakeholders’ dialogue held at the Sequoia Hotel Manila Bay in the Aseana City Business Park in Parañaque.
Attended by key leaders and employees from government agencies and partner institutions, the dialogue served as a platform for GSIS to report on its reforms and gather feedback directly from its stakeholders.
According to Veloso, the Ginhawa Flex loan, GSIS’s flagship multi-purpose loan program launched in September 2023, has reached ₱401.19 billion in loan releases, approving 1,437,060 loan applications of members as of June 23, 2025.
"This loan allows members to borrow up to ₱5 million or 14 times their monthly salary, payable up to 15 years, depending on their paid premiums," he cited.
On the other hand, the Ginhawa Lite program, which caters to smaller, emergency needs, has so far disbursed ₱12.247 billion to 408,656 members since its launch in October 2024. It offers loans from ₱5,000 to ₱50,000, payable in 6 to 24 months, with an interest rate of 6 to 7 percent—the same affordable rate as Ginhawa Flex.
Both loans are available via the GSIS Touch mobile app.
“More than disbursements, these numbers represent real relief and support for public servants. Every reform we make, every service we improve, starts with listening to our members,” Veloso enthused.
He likewise shared that 99 percent of GSIS transactions are now done online, powered by digital innovations such as the GSIS Touch mobile app, in-app facial recognition for pensioners, Digital GSIS ID, and Digital Hubs at branch offices.
"These initiatives have dramatically reduced processing times and eliminated long lines," he proudly disclosed as he outlined other key updates that include the streamlined process for the Ginhawa Max Loan Buyout, which now only requires a letter of intent from the head of agency and with no service fee, interest as low as 6 to 7 percent and repayment terms of up to 10 years.
Meanwhile, GSIS was recently honored by winning at the 2025 GovMedia Awards in Singapore for empowering women and expanding access to housing.
The agency brought home two honors: Social Equity and Inclusion Initiative of the Year–Pension for its gender-themed short film 'Hapag' and Public Sector Initiative of the Year–Housing for its innovative Lease with Option to Buy (LWOB) program.
In reaction, GM Veloso noted that “the awards affirm that public service is not just about systems and numbers (because) it is (also) about people so it only shows how GSIS has strived to create real opportunities for dignity, inclusion and security, whether through showcasing the life and resilience of the Filipino women or making it possible for a family to move into their dream home.
"We are committed to shaping a future where no one is left behind,” he echoed a favorite byword of President Ferdinand 'Bongbong' Marcos Jr. which promises that everyone will benefit from good governance and genuine public service.
