DAR on target to distribute 400,000 land titles by year end

The Department of Agrarian Reform (DAR) aims to distribute 300,000 to 400,000 land titles to farmers by the end of 2025, in line with President Ferdinand R. Marcos Jr.’s push to accelerate agrarian reform in the remaining years of his term.
Agrarian Reform Secretary Conrado Estrella III said the target is ambitious but attainable.
“Sa tingin ko, aabot sa 300,000 hanggang 400,000 titulo ang maipamamahagi ngayong taon—mga titulong matagal nang hinihintay ng ating mga magsasaka,” Estrella said during the post-SONA conference in San Juan City. He noted that some farmers have waited decades to receive their land titles.
In his fourth SONA, President Marcos reaffirmed his commitment to continue land title distribution and to condone unpaid loans of agrarian reform beneficiaries.
“Pinapabilis ng DAR ang pamamahagi ng CLOA at e-Titles, pati na ang COCROM, bilang patunay na wala nang utang ang mga benepisyaryo,” the President said.
Since Marcos took office, DAR has accelerated its distribution efforts:
July–December 2022: Over 26,000 land titles released.
2023: More than 50,000 titles distributed.
2024: Already over 100,000 titles released.
DAR is also implementing Republic Act 11953 or the New Agrarian Emancipation Act, which condones all unpaid land amortizations.
“Isa ito sa pinakamagandang nagawa ng administrasyong ito. Wala nang iisipin ang mga magsasaka,” Estrella said, noting the rising costs of farm inputs and the effects of climate change.
Beyond land distribution, DAR is building farm-to-market roads, irrigation systems, and distributing farm machinery. A recent irrigation project with the National Irrigation Administration will provide water to over 12,000 hectares of farmland, boosting productivity and food security.
Estrella emphasized DAR’s commitment to the Bagong Pilipinas vision:
“Magkakaisa kami para pagandahin ang buhay ng mga agrarian reform beneficiaries at ng lahat ng Pilipino.”
