Nanawagan ang ilang mambabatas na kaalyado ng administrasyon na ipagpaliban muna ang nakatakdang contribution hikes sa Social Security System (SSS) mula 14% patungong 15% ngayong Enero.

Sa House Resolution 2157 na inihain ni Baguio Representative Mark Go, sinabi niyang pwedeng iantala ng SSS ang pagtaas ng kontribusyon dahil lumago naman ang pension fund ng 15.6 porsyento o P353.82 bilyon noong 2023, mula sa P306.16 bilyon noong 2022, batay sa datos ni dating SSS President at CEO Rolando Macasaet.

"There is a wide clamor from all sectors to defer the implementation of the scheduled increase in the rate of contribution for SSS for the year 2025 in consideration of the current economic situation that affects our low-income earners," ani Go, chairperson ng House committee on higher and technical education.

Alinsunod sa Republic Act 11199 or Social Security Act of 2018 na pinirmahan ni dating Pangulong Duterte, sisimulan ng SSS ang pinakahuling pagtaas ng buwanang kontribusyon ng mga miyembro ngayong Enero.

Binanggit din niya ang datos mula sa Philippine Statistics Authority na nagpapakitang tumaas ang inflation rate sa bansa mula 2.5% noong Nobyembre 2024 patungong 2.9% noong Disyembre 2024.

“The SSS should consider to defer the implementation of the supposed increase in contribution rate this year to provide our low-income earners a breathing space from the continued rising cost of commodities and services,” dagdag ni Go.

Ibinunyag din ni Go ang 2023 audit report ng Commission on Audit (COA) na nagsasabing hindi epektibo ang pangongolekta ng SSS ng premium contributions mula sa delinquent employers.

Ayon sa COA, umabot lamang sa P4.581 bilyon o 4.89% ng kabuuang collectibles na P93.747 bilyon ang nakolekta ng SSS noong 2023.

Dagdag pa rito, tinatayang nasa P89.17 bilyon pa ang hindi nakokolektang premium contributions mula sa higit 420,000 employers sa buong bansa.

Samantala, sinabi naman ni Rizal Rep. Fidel Nograles na suspendihin ang pagtaas ng kontribusyon sa SSS upang maprotektahan ang mga manggagawa mula sa karagdagang bawas sa kanilang take-home pay.

"The SSS should address systemic bottlenecks and gaps first to ensure that our collection efforts are maximized," anang mambabatas.

"If a deferment won’t lead to a significant dent to the SSS’ funds, perhaps it is more judicious to choose compassion and empathy for our fellow Filipinos instead of implementing the contribution hike right this year. Maybe we can do a gradual increase so that the Filipino worker can cope much better," saad pa ni Nograles.
