ILG’s Remulla cites outstanding Lupong Tagapamayapa; says effective conflict resolution saved gov’t PHP4.3-B

Four barangay units have won the 2024 Lupong Tagapamayapa Incentives Awards (LTIA) for the exemplary performance of their respective Katarungan Pambarangay panels, the Department of Interior and Local Government has announced.

At the same time, DILG Secretary Juanito Victor Remulla citecd the country’s Lupong Tagapamayapa group for saving government an estimated PHP4.3 billion in litigation costs as a result of the amicable settlement of majority of neighborhood disputes referred to the panels for resolution.

“I am very proud of your work. Let me make this commitment to you that we will never forget the important work that you all do,” Remulla stated during the LTIA Awards rites.

The LTIA is an annual recognition system for Lupons which demonstrate outstanding performance in implementing the Katarungang Pambarangay (KP) in their locality.

Cited were the Lupon panel’s efforts in peacebuilding and conflict resolution at the barangay level.

This year’s national top winners are Barangay Budlaan, Cebu City for Highly Urbanized Cities (HUC) Category; Barangay Poblacion Zone 20, Baybay City, Leyte for Component / Independent Component Cities (C/ICC) Category; Barangay Rizal, Bansalan, Davao del Sur for 1st to 3rd Class Municipalities Category; and Barangay Sinian, Baliangao, Misamis Occidental for 4th to 6th Class Municipalities Category.

Chaired by Punong Barangay Nerissa Antolihao, Barangay Budla-an

has been recognized for its “unique approach to handling common disputes such as debt collection and oral defamation.



Barangay Poblacion Zone 20 in Baybay City is headed by PB Carmelito Tito who shared that the barangay places a strong emphasis on resolving complaints without penalties, fostering a cooperative approach to problem solving and ensuring that the ocmmunity is not burdened by unresolved issues.

Barangay Bansalan in Bansalan, Davao del Sur has implemented a series of effective strategies to resolve disputes and promote peace. Punong Barangay Danilo Rebuta Soberano said the secrets to success are constant communicaitons and collaboration.

Baliangao town’s Barangay Sinian was recognized for its practical approach in resolving community disputes, including light threats, malicious mischief and slight physical injuries. PB Mary Madridondo Rusiana stressed that they resort to taking concrete action in preventing conflicts from escalating.

The first runners-up are Barangay Balulang, Cagayan de Oro City for the HUC Category; Barangay San Vicente, Biñan City, Laguna for the C/ICC Category; Barangay Mulawin, Orani, Bataan for the 1st to 3rd Class Municipalities Category; and, Barangay Santa Lucia, Samal, Bataan for the 4th to 6th Class Municipalities Category.

Meanwhile, the second runners-up recipients are Barangay Tibungco, Davao City for the HUC Category; Barangay Cupang Proper, Balanga City, Bataan for the C/ICC Category; Barangay Poblacion, Trento, Agusan del Sur for the 1st to 3rd Class Municipalities Category; and, Barangay Agban, Baras, Catanduanes for the 4th to 6th Class Municipalities Category.
